Run IFS 7SDP root-cause analysis when the user gives a Jira defect key (MFZ, MFDEV, HRZ, FIDEV, SCZ, GEC, …) or asks for RCA, Introduced In, Root Cause Theme, Root Cause, or Preventive Action. Investigate the defect, then produce paste-ready Jira RCA-tab fields. Do NOT trigger for implementing a fix, writing PRs, codegen, or debugging with no Jira ticket. Do NOT post to Jira unless the user asks.
