Reconcile the canonical API spec (docs/api/openapi.yaml) with a Kairos component's registered REST routes, using the route-coverage gate as the source of truth. Can also bootstrap the spec and gate when a component has none. Use when the dev says "update api docs", "sync openapi", "api-docs", or when a route-coverage gate fails.
